For example, 75% of churches in the Presbytery of the Inland Northwest have fewer than 100 members and are continuing to shrink. Inspired by the ecclesial imagination of other innovative congregations, some of these churches are seeking renewal and transformation by creating housing with their land to meet the needs of the community. Land stewardship of this kind can be daunting and complicated. That’s why our team of pastors and development experts created the Liminal Land Consultants to assist in stewarding faith properties for community good. Our team is designed to help your worshipping community Discern, Design, and Develop housing and other community-oriented assets on the land you steward.

Ami Manning

Ami has worked in housing and homeless services for the last 22 years. She is currently working as the Executive Director of the Spokane Regional Land Bank at the Spokane Low Income Housing Consortium. She is serving on the Governor’s Affordable Housing Advisory Board and volunteering with the Spokane Alliance’s Housing Equity Action Research Team (HEART). She studied Government and Women Studies at EWU. She currently lives in West Central Spokane with her partner, Ken, her youngest son, Indiana (15), and their two cats and dog. Ami experienced poverty, housing insecurity and homelessness as a child and young adult. This experience is at the center of her commitment to housing and economic justice.

David Allen

David is a principal of Trestle and specializes in the acquisition, financing and development of urban multifamily properties. David is dedicated to creating solutions that allow people to live in inclusive communities and is at the forefront of innovative methods to deliver affordable urban housing. David’s specialties include LIHTCs, tax-exempt bonds, and workforce housing finance. Prior to founding Trestle in 2013, David worked in the public sector as a Director for the San Diego Housing Commission’s development affiliate, Housing Development Partners. In his role, he managed all stages of the housing development process, including negotiating transactions, securing entitlements, financing and overseeing construction. David began his career in multifamily housing in 2006 as a project manager in the Seattle office of Vitus Group, a national leader in affordable housing finance and preservation. David lives in Spokane, WA with his wife, Emily, and their three daughters. He holds a bachelor’s degree in finance from Western Washington University.

David Fisher

David is a licensed architect in the state of Washington and has been the principal of Fisher Architects since 1994. His 30-year experience ranges from commercial office buildings, retail and tenant improvements, residential and mixed-use site planning, production housing, and custom home projects. David is especially skilled in research and programming, conceptual design, design build value engineering, construction documentation with specification, contract management and scheduling, architectural personnel management, tenant improvement design, and technical and computer aided design. David lives in Tacoma, WA with his wife.

Rev. Drew Peterson

Drew is an ordained PC (USA) pastor and serves a small church in Spokane, WA, where he lives with his wife and children. Drew is also the Land Stewardship Guide for the Presbytery of the Inland Northwest and an affordable housing developer. His vocational approach is informed by his background in homeless housing services and believes faith communities play a valuable role in meeting the tangible needs of people living on the margins. Drew earned a Bachelors in Theology from Whitworth University and a Masters of Divinity from Fuller Theological Seminary.

Seth McKinstry

Seth is a senior commercial underwriter with Spokane Teachers Credit Union. He specializes in construction project financing and is dedicated to streamlining the construction process to complete projects on time and under budget. Seth is passionate about supporting non-profits that create positive impacts in the community. When he is not working, Seth is listening to live music, watching sports, or planning an adventure with his Spokane-
based family.

Victoria O’Banion

Mrs. Victoria O’Banion currently serves as the Housing Cooperative Development Manager at Northwest Cooperative Development Center out of Olympia, Wash. Since March 2020 she has guided the acquisition of over a dozen cooperative purchases of manufactured home communities. This represents nearly $50M in assets and over 600 affordable and attainable homeownership opportunities preserved. Previously Victoria lead program implementation and the project management team at the national office of Rebuilding Together. Victoria is well versed in the affordable housing arena and is passionate about the preservation of affordable housing.
